At Maichew, he defended Ethiopia against the Fascist Italian invasion. In 1935 Tsehayu helped introduce guerilla warfare methods to defeat this powerful enemy who employed tanks, airplanes, and even nerve gas. As governor in the provinces, he introduced numerous innovations: to stop lawlessness, build hospitals and schools, help farmers, and eradicate slavery. Straightforward and outspoken, with strong principles, he protected farmers from the local gentry who used to plunder farm produce without compensation.
